District 10 Update: October 24, 2025



Dear Friends and Neighbors, 

This past weekend, I had the honor of marching in the Eastchester Columbus Day Parade, where this year's honorees included our own DA Susan Cacace and my former Eastchester Board of Education colleague Jackie DiMarco and her family. It was wonderful to see so many families, friends, and neighbors coming together to celebrate our shared pride in Eastchester.

After the parade, I had the privilege of visiting the JCC Mid-Westchester to present a $29,000 Community Based Organization (CBO) funding check in support of their aquatics programs for children with special needs. The JCC is one of Westchester's greatest assets, offering programs for people of all faiths and backgrounds — children, families, and seniors alike. I am proud to support them with all my Board colleagues, especially Legislator Ben Boykin, who co-sponsored the funding.

 

The JCC has served our community for generations. I attended a program there as a child when it was the YM-YWHA, my daughter now participates in a program as a young adult, and my niece took gymnastics there during her elementary school years. It is inspiring to see how the JCC continues to enrich lives, decade after decade.

As they prepare to celebrate their 70th anniversary, I extend heartfelt congratulations to the staff, leadership, and volunteers who make the JCC such a welcoming and vibrant place. Here's to 70 years of impact — and many more to come. Normally we say, "to 120," but in this case, I hope they continue their good work for many generations to come.

Earlier this week, the Board of Legislators met with all county departments to review the 2026 Capital Budget. I was pleased to see several important allocations for District 10, including funding for work on the Bronx River Parkway, the Lake Isle Dam, which must be addressed to help advance broader flooding solutions, and flood mitigation projects across New Rochelle, Eastchester, and Tuckahoe.


The budget also features important infrastructure upgrades throughout the county, including significant technology improvements as systems reach the end of life for Windows 10, ensuring county operations remain secure, efficient, and future-ready.

These investments are vital to keeping our communities safe, resilient, and prepared for the future.

New Federal Work Requirements and Eligibility Rules

Failure to comply may result in loss of benefits.

What's Changing:
Federal work requirements for adults ages 18-64 without dependent children under 14.

Who's Affected:
Those considered Able-Bodied Adults Without Dependent Children (ABAWD):
  • Ages 18-64
  • Dependents ages: 14 and older
  • Able to work
What You Must Do:
To receive SNAP benefits beyond 3 months in a 3-year period, you must:
  • Work at least 80 hours per month, OR
  • Participate in a qualified training program

Westchester County Fiscal Year 2026 Budget Negotiations Begin

On October 15, the Board of Legislators received the 2026 Capital Budget for review and consideration from the County Executive. This budget outlines planned investments in housing, infrastructure, transportation, and environmental sustainability. 

The Board has launched a series of committee meetings to review the capital budget. These meetings are live-streamed at westchestercountyny.legistar.com. At the meetings, representatives from County departments and offices take questions from the Budget & Appropriations Committee. 

When the Board receives the 2026 Operating and Special Districts Budgets in early November, we will host two public input sessions followed by a statutory public hearing in the Board of Legislators Chamber in White Plains. Community members are invited to attend and share their feedback at any of these sessions. Remote participation will also be available via Webex for the White Plains hearing.

Early voting will take place over a nine (9) day period, from Saturday, October 25, through Sunday, November 2. During this time, registered voters can cast their ballots at any of the County's 25 Early Voting locations. See the table below for days, hours, and addresses.

Westchester County Extends Hours at County Center
to Help Bee-Line Riders Refill MetroCards

 
The County is extending hours at County Center to assist those who wish to refill Metrocards. The office will remain open until 6:00 pm Tuesdays thru Thursdays, and select Saturday hours will be set from 10 AM to 2 PM through December. The Metrocard program will eventually end, and be replaced by the OMNY program in the new year.  For more information, see transportation.westchestergov.com/omny.
Interest-Free Loans for Federal Employees
Impacted by Government Shutdown

 
Federal workers are being hit hard by the government shutdown, with many missing paychecks and struggling to cover basic expenses. Hebrew Free Loan Society (HFLS) is offering support through its Federal Employee Loan Program, providing interest-free loans of up to $7,500 to help bridge the gap until pay resumes. Repayments will begin four weeks after the government reopens. Apply Here

Even in a city as diverse as New Rochelle moments like this remind us how much listening, respect, and mutual understanding still matter. We do not need to agree on everything, but we do need to care about how our words and actions affect those around us. Different communities carry different lived experiences. As an example, some turn to law enforcement any time they feel uneasy. Others hesitate because of long histories of profiling, discrimination, or being treated as outsiders. Language matters too. District 10 Update: May 2, 2025

This past week offered powerful reminders of the values we hold as a community: service, remembrance, and hope. I spoke with the League of Women Voters about the importance of using our voice and our vote, joined the UJA/WJC Legislative Breakfast, and celebrated the talent of New Rochelle's young musicians performing with SongCatchers. In Eastchester, we honored the memory of Officer Michael Frey, who was killed in the line of duty 28 years ago. I also marked Workers' Memorial Day and heard a moving presentation from "George Washington" through the Eastchester Historical Society. We celebrated Earth Day with park cleanups in New Rochelle and stood with the Jewish community in observing Yom HaZikaron, Israel's Memorial Day.
