District 10 Update: July 2, 2025


 

Last month, the Westchester County Office of Economic Development, in partnership with Sustainable Westchester, hosted the Westchester County Clean Energy Job and Resource Fair. The event highlighted the growing demand for good-paying, forward-looking careers in solar, green construction, energy efficiency, and electrification. These are Tier 1 jobs that make our communities cleaner, safer, and more resilient. Yet just days later, the Senate passed an amended version of the "One Big Beautiful Bill," which rolls back critical clean energy incentives and puts hundreds of thousands of these jobs at risk. The bill now heads back to the House for a final vote, and the outcome will directly affect the kinds of opportunities we are working to create here in Westchester.

The consequences extend far beyond our local economy. China already manufactures over 80 percent of the world's solar panels and dominates the global supply chain. Weakening U.S. investment deepens our dependence on foreign control of essential technologies and undermines long-term energy security. That poses risks not only for our economy but also for national security, especially as sectors like advanced manufacturing and artificial intelligence increasingly depend on affordable, reliable energy.

As we face unpredictable weather patterns, severe storms, and the rising threat of flooding, it is clear this is not just about our children and grandchildren. The impact is already here. It is affecting our homes, our wallets, and our health and safety.

Despite the obstacles this bill presents, we will continue working with our partners to protect jobs, lower costs, and build a more resilient future here in Westchester.

The Westchester County Health Department has closed the following beaches preemptively for today due to 0.72 inches of rainfall over the last 24 hours:
  • NEW ROCHELLE: Hudson Park Beach, Davenport Beach Club, Greentree Country Club, & Surf Club on the Sound
  • MAMARONECK: Harbor Island Park, Beach Point Club, Orienta Beach Club, & Mamaroneck Beach and Yacht Club
  • RYE: Coveleigh Club
Beach patrons are advised to avoid the water at these beaches today due to bacterial contamination from road runoff into drainage outfalls near these beaches. The beaches can reopen tomorrow.

The County remains committed to maintaining high standards of environmental health and safety across its recreational facilities.

Board Advances Affordable Housing, Job Training, Clean Transportation

The Westchester County Board of Legislators approved several significant measures on Monday night that will strengthen workforce development programs, create affordable housing for vulnerable youth and low-income families and expand the County's clean energy infrastructure. The Board:
  • Created New Housing Options for Low-Income Families and Young Adults Aging Out of Foster Care
  • Extended Job Training Partnership Through 2030
  • Launched Electric Vehicle Charging Program Across 24 Communities

Kensico Dam Plaza's Annual Music Fest and Fireworks - July 3
 
Celebrate Independence Day with an evening of music and fireworks at Kensico Dam Plaza on Thursday, July 3. The event features a guest DJ at 5 PM, live music by Naked Soul Band at 7 PM, and fireworks around 9 p.m. A family-friendly Kids Zone at Clove Road Field will be open from 6 to 8:45 PM. with a DJ, inflatables, and concessions. Admission and parking are free. Attendees are encouraged to carpool or use mass transit. Bring lawn chairs, blankets, and a picnic. Learn More

Summer Fun at Playland Park

Now through July 6, the park opens daily at 12 noon, with special late closings on July 4 and 5. Admission is free; ride-all-day wristbands are $15.

Playland's Beach and Pool are open daily through Labor Day.

Strengthen Your Nonprofit's Cyber Resilience
with Free Virtual Sessions This July

Nonprofit Westchester's Secure and Sound Free Virtual Series returns this July with expert-led sessions designed to help nonprofit professionals and board members strengthen organizational resilience against cyber threats. Topics include fraud prevention, AI readiness, and protecting personal data in the digital age. All sessions take place virtually from 9:00 to 10:30 AM on July 10, 17, and 24.

Speak Out on Proposed Con Edison Rate Hikes

Con Ed Rate Cases public hearings in Westchester: July 8 in Cortlandt and July 9 in White Plains at 1 PM and 6 PM.Con Edison has submitted two proposals to the New York State Public Service Commission (PSC) that could significantly raise your utility bills in 2026:

  • Electric Delivery Rates: Proposed increase of 11.4% (Case 25-E-0072)
  • Natural Gas Delivery Rates: Proposed increase of 13.3% (Case 25-G-0073)

Your State and County representatives are working diligently to oppose these hikes—but it's critical that the PSC also hears directly from you.

IN-PERSON PUBLIC STATEMENT HEARINGS

Speak directly to the PSC and have your comments entered into the official record. No appointment or written remarks are required—just show up and fill out a speaker card. Each hearing will remain open for at least 30 minutes or until all speakers have been heard.

Dear Friends and Neighbors,  This week, I attended the NYSAC conference, where my colleague Ben Boykin was installed as president. One session, "Conflict to Conversation: Must Disagreement Be Disagreeable?" left a lasting impression on me. The speaker made a powerful point: "There is no freedom of speech without a concurrent need to listen." As a country, we pride ourselves on free expression, but true progress begins when we listen. If no one is listening, our words lose value, and we go unheard and unresolved. Upon returning, I was deeply moved by the story of a front-line survivor from the October 7 tragedy, whose experience of trying to save others while fearing for her own life reminded me in some ways of the countless stories of heroism from 9/11. District 10 Update: April 25, 2025

This past week was a vivid reminder of how closely joy and sorrow can live side by side. The final days of Passover and the Easter holiday brought a chance to step back and spend meaningful time with family. Those moments are a true gift. Shortly after returning home, I learned of the passing of two beloved family members. Each lived a meaningful life, and while I'm grateful for the time we shared, the sadness runs deep. I returned from one of the funerals to join my colleagues on the Board and hear County Executive Ken Jenkins deliver his first State of the County address. His message offered a thoughtful vision for Westchester's future, grounded in shared purpose and collaboration. I wrapped up the week observing Yom Hashoah, Holocaust Remembrance Day.
