Strengthening Safeguards for
Westchester Consumers and Small Businesses

This Tuesday, County Executive Ken Jenkins signed our unanimously passed Consumer Protection Code update into law. This bipartisan legislation modernizes 50-year-old protections to combat today's sophisticated scams, including AI-powered fraud, deed theft, and subscription traps. The new law expands prohibited practices beyond "deceptive" conduct to include "unfair" and "abusive" business practices, increases penalties up to $15,000 per violation, and empowers inspectors with enhanced investigation tools to better protect residents and recover losses from fraudulent businesses.

Please join us on Monday, June 16, 2025 before our regular board meeting for our annual celebration of Caribbean American Heritage Month, streaming live from the BOL Chamber at 7 PM.  We are proud to honor two outstanding individuals, Horace E. Anderson Jr., Dean of Pace University's Elisabeth Haub School of Law, and Annmarie Smith, longtime Yonkers public education advocate and community leader.

At the regular board meeting, two public hearings will be held to consider:
  1. The addition of three parcels of county farmland (approximately 23 additional acres) to Westchester's Agricultural District, bringing the total new farmland to be protected to roughly 78 acres. More Info
  2. A local law to extend the lease for Westchester County's Veterans Affairs Office at 10 County Center Road through December 31, 2029, with annual rent increases of 3% starting in 2026. More Info

Con Edison Public Input Session

The Board is holding community forums across the County to give residents a platform to share concerns about Con Edison's proposed rate increases. If accepted, average residential electricity bills would soar by 11.4% and gas bills by 13.3% by 2026.

Emergency Blood Shortage: Donors Urgently Needed
 
The New York Blood Center has issued an emergency plea as critical blood types fall to dangerously low levels, less than a 1 to 2-day supply across the region.

Spring and summer bring increased accidents, emergency room visits, and transfusion needs. At the same time, donations drop due to travel, school breaks, and holidays—creating a perfect storm for shortages.

Only 2–3% of New Yorkers donate blood, yet at least 4% is needed to reliably meet patient needs. This shortfall puts lives at risk—from trauma and surgery patients to those battling cancer or facing life-threatening complications.

Please take a moment to submit your comments to the New York State Public Service Commission (PSC) and ask them to reject Con Edison's proposed electric and gas rate increases. Share how these hikes would affect you and your family. Submit your comments using the links below: Electric rate case – Case 25-E-0072 Gas rate case – Case 25-G-0073 The Westchester County Board of Legislators continues to hear from residents about the impact of Con Edison's repeated and aggressive rate hikes. Last week, the Board held a public session in Rye Brook to hear directly from the community, and next week we will announce our next hearing in Mount Kisco. While we are committed to raising these concerns locally, the final decision rests with the PSC. Even in a city as diverse as New Rochelle moments like this remind us how much listening, respect, and mutual understanding still matter. We do not need to agree on everything, but we do need to care about how our words and actions affect those around us. Different communities carry different lived experiences. As an example, some turn to law enforcement any time they feel uneasy. Others hesitate because of long histories of profiling, discrimination, or being treated as outsiders. Language matters too.   Government should make people's lives better and easier, not create barriers when they need help. That's why the Social Security Administration's decision to reject Westchester County's offer of county-owned space for the Hearing Office in White Plains is so disappointing. With White Plains set to close and the Newburgh office already shut down, there will soon be no Social Security Hearing Offices left in the Hudson Valley. People who need to resolve important issues -- like disability claims or benefit appeals -- will have to travel long distances just to be heard.
