District 10 Update: February 12, 2026

Last week, Westchester County marked Black History Month at the Board of Legislators and in the County Executive's office. I was privileged to recognize the enduring contributions of Black Americans to our county's history, culture, and civic life. Just days earlier, I attended County Executive Jenkins' Inaugural Gala which was a joyful and historic occasion marking the election of the first Black County Executive in Westchester's history. Given the long and complicated journey of our nation, we have much to celebrate here in Westchester. Across our county, we see meaningful diversity and representation at every level of government, reflecting the strength and richness of our community.

That same week, my colleagues on the Board of Legislators and I issued a statement condemning President Trump's racist and demeaning post about President Obama and Michelle Obama. I am especially proud that the statement was signed unanimously by legislators of all parties. This kind of unity is something I strive for every day whether I'm sponsoring legislation or serving in my role as Majority Leader.

At its core, this issue, like so many others we face as a county and a country, is not about political loyalty or partisanship. It's about right and wrong. It's about the values many of us were taught by our parents and work to instill in our children. Values like decency, respect, and kindness; and the understanding that our shared humanity is a value we should never forget.

February 5- March 12 (Thursdays) New Rochelle - Grit Ninja at Downtown REC:
New Rochelle Parks & Recreation invites young adventurers to take on The Grit Ninja—an exciting indoor Ninja Warrior–style obstacle course! This six-week program is open to kids in grades 3–5 and runs on Thursdays from February 5 through March 12, 5:00–6:00 PM. Registration is required with a fee is $210. February 19, New Rochelle - Day Of Hope:
Join Mayor Ramos-Herbert and HOPE Community Services on Thursday, February 19 for a rewarding volunteer opportunity. Choose from two shifts — 10 AM–2 PM or 2–4 PM — to help prepare and serve meals for neighbors in need. For questions please reach out to mayorsoffice@newrochelleny.gov.

February 21 (10am) Tuckahoe Library - Heartsaver CPR/ First Aid, Ages 14+:
The Adult Heartsaver® CPR, AED & First Aid course is designed for non–healthcare professionals who need training in common adult emergencies, including sudden cardiac arrest, breathing emergencies, choking, and basic first aid situations. African American Heritage Month Celebration: A Night of "Firsts"
 
The Westchester County Board of Legislators celebrated African American Heritage Month on Monday night with a ceremony honoring two exceptional individuals: Wade Hardy, Public Safety Commissioner for the City of White Plains, the first African American to be appointed to that role, and Lieutenant Khalia M. Carter, Commanding Officer of the Community Policing Unit in the City of Peekskill, who was promoted to her current rank in a ceremony on the same night. Lieutenant Carter is the first African American to reach the rank of lieutenant in the 177-year history of the Peekskill police force. Read More

Board Honors Richard Wishnie for 50 Years of Public Service

Also, on Monday night, legislators unanimously confirmed Joan McDonald's appointment as Westchester Deputy County Executive and honored her predecessor, Richard Wishnie, who retired in January after more than 50 years of exceptional service to the people of Westchester County. Wishnie's career includes decades of leadership at both the county and local levels, including service as Acting County Executive, Deputy County Executive, Commissioner of Emergency Services, and a six-term member of the Board of Legislators. Trailblazers: Preserving Our Legacy – Black History Month Awards

Join Westchester County on Friday, February 27, 2026, at The Little Theater in the Westchester County Center (White Plains) for a Black History Month reception at 5:30 PM followed by the Trailblazers Awards Ceremony at 6:15 PM. RSVP here by Friday, February 20 to attend this celebration honoring outstanding African American leaders in civic engagement and the arts.

Westchester County Parks Summer Camp Registration is Now Open

Registration for Westchester County Parks Summer Camps began February 9, starting with Slam Dunk Basketball Camp and Hole-in-One Jr. Golf Camp for children and teens. Additional camps, including farm programs, nature camps, and swim programs, open for registration on rolling dates throughout February and early March. Learn More

Click here to view this email in your browser  Last week, I joined a prayer vigil against hate in New Rochelle. Even in a city as diverse as New Rochelle moments like this remind us how much listening, respect, and mutual understanding still matter. We do not need to agree on everything, but we do need to care about how our words and actions affect those around us. Different communities carry different lived experiences. As an example, some turn to law enforcement any time they feel uneasy. Others hesitate because of long histories of profiling, discrimination, or being treated as outsiders. Language matters too. Words and slogans can carry pain, even if not intended. "The South will rise again" is recognized as a symbol of white supremacy and racial terror. Simila...

Dear Friends and Neighbors,  This week, I had the privilege of celebrating seniors at the Senior Dance and Senior Social, women at the Women's United annual luncheon, youth at the Eco Ambassadors graduation, and diversity at the Muslim American Heritage Celebration at Kensico. While at the celebration at Kensico, two young men approached me about the Magen David Adom pin I wear on my lapel, which features both the American and Israeli flags, and which I've worn consistently since October 7. They challenged me about why I wore it at the event and ultimately about US government support for Israel with taxpayer dollars. It was, without question, an uncomfortable conversation.
